Did you catch it and report it ????? if so owner could tell you , never seen out like it other than Chinese whistles maybe wind go through holes and whistles ??? Don't know

Can't find anything like it on google, very odd, if you notice the lower ring is loose & not attached to the large perforated ring.

I would suggest it supports a previously broken leg. The leg looks a bit out of normal shape.

Can't be, both the upper & lower rings had no joins, so must have been put on when young.

looks like a leg splint thats starting to perish with the weather like a race rubber does
